Probe committee ‘establishes guilt’ against secretary panchayat Gamroo
‘Accused swindled auction money’
Srinagar, May 30: The three member committee constituted to probe the embezzlement of funds raised after auctioning of Panchayat assets in Bandipora has in its report established the involvement of accused official.
The inquiry report submitted by the committee has established that the then Secretary Panchayat of Halqa Gamroo in Bandipora, Muhammad Afzal Wani has fraudulently swindled an amount of Rs 2, 22,900.
The committee was constituted by District Panchayat Officer (DPO) Bandipora Bashir Ahmad Bhat following a complaint lodged by the concerned Sarpanch of Gumroo Bandipora, Muhammad Tariq Fazilli that the concerned Secretary Panchayat has swindled the auction money.
Fazilli had said that the accused official carried out the auction of poplar trees in 2012-2013 however all the entries were not reflected in official cash book.
As per the report, the accused official, who has been transferred to his new posting has violated rules during this tenure and swindled the money raised after auctioning government assets.
The committee consisting of Block Development Officer (BDO) Gurez, BDO Hajin and Dealing Assistant DPO Office Bandipora in its report maintained that the accused official auctioned the government assets without any permission from competent authority.
“As per the statement of Sarpanch and Plantation Supervisor, the official conducted auctions six times on different dates,” reads the report.
The committee in its report said that assets worth Rs 1, 24,900 were auctioned earlier in Halqa Gamroo and later in Panchayat Park Gumroo it has been reported that further two auctions were conducted for an amount of Rs 2, 78, 000 and Rs 60,000.
“But the official has not reflected the whole amount in official cash book,” said one of the committee members, BDO Gurez, Shabir Ahmad Hakaak.
He said the official has only submitted an amount of Rs 2, 4000 in official account.
“We have maintained in the report that the outstanding amount should be recovered from the official and he may be put under suspension till the recovery is completed,” Hakaak said.
DPO Bandipora Bahsir Ahmad Bhat said, “The auction has been done by Panchayat itself worth an amount of Rs 4,62,900 but concerned officials have submitted only Rs 2,40,000.”
He said Panchayat was supposed to check the cash book during the auction time.
“But Secretary Panchayat has produced half record which was proved after statement of Sarpanch and Plantation Supervisor.”
He said they will recover the outstanding amount from the monthly salary of the accused official.
“Disciplinary action would be taken against the official as well. And the amount will be credited to Panchayat,” DPO Bandipora said.
Director Rural Development Department (RDD) Mir Altaf Ahmad said, “I will look into it. We will take action against the accused person. We don’t shield any erring official,” Altaf said, adding, “One who commits wrong will face consequences. There is no room for corruption but some black sheep are there to tarnish the image.”
The accused official Afzal Wani however termed the report as bogus and said, “It is not the actual report. I have not replied it yet as I didn’t receive any copy of the report and any charge sheet.”
